In response to the proposal put forward by the European Commission last July, the six leading European research organisations – CNR (Italy), CNRS (France), CSIC (Spain), the Helmholtz Association, the Leibniz Association and the Max Planck Society (Germany) – united within the G6 network and representing 135,000 staff members, have issued a joint statement presenting a shared vision for the future European Framework Programme for Research and Innovation (FP10).

The G6 welcomes the European Commission’s proposal to preserve Horizon Europe as a standalone programme, while calling for a stronger level of ambition and scientific reach. It considers a budget of at least €200 billion, in line with the recommendations of the Draghi report1 , to be essential for addressing the Union’s strategic priorities and ensuring sustainable funding for European research.

The network calls for FP10 governance to remain within the research and innovation domain and for scientific actors to be involved from the earliest stages of programme design. It advocates for balanced support to collaborative research across the whole innovation chain, for safeguarding the independence of the ERC, and for strengthening talent‑attraction instruments such as the Marie Skłodowska‑Curie Actions and research infrastructures.

Finally, the G6 underlines that international cooperation and shared excellence among Member States are key to the Union’s competitiveness and scientific sovereignty. It calls for an FP10 built on excellence, stability and openness, capable of fostering the best ideas and strengthening Europe’s position on the global stage.
